The Company's mission is directly linked to the global topical subject of today, namely to protection of environment and through the latter also to the strategically important directives of the European Union. Slovenian accession to European Union on 1st of May 2004 is inevitably joint to compatibility with European economical and civilization standards. Compatibility of the national economy is closely linked to the development stage of the public infrastructure and consequently to the stage of environmental protection awareness and its practicing.
Assurance of environmental protection is highly investment demanding obligation of each state - member of European Union and especially it represents a capital demanding problem of each country, which joined EU. This obligation is transferred downwards to local municipal communities. In spirit of EU they have to consider Slovenian environmental legislation, meaning that as soon as possible they have to "sweep up in front of their doorstep". But the answer to the question, how to do it, is not always simple! Existence and activity of the Aquasystems company is an example on solution of such a problem respectively an example on experience of the Municipality of Maribor who has found the answer to this question in partnership between public and private sector.
The PPP model (Public Private Partnership) was born in France in 16th century, when the state has started to plan transition to private services to assure (under her own control and for her own account) economical activities which should procure public services to the inhabitants or economy. In France, this model experienced a very first bloom in the 19th century, especially in area of water supply to the population (water treatment and distribution). End of nineties we are witnesses of the strong interest for such a partnership which has spreaded itself all around the world. The B.O.T. model, being only one of the possible forms of the PPP model, is successfully connecting two spheres, public and private, aiming to modernization and improvement of public services by obliging public authorities for assuring public services which are in accordance to the public needs, and private sector on the other side is taking care that the services are realised by considering the best ratio between price and benefits.
In third millennium the partnership between public and private sector has become one of the most important inputs of public authorities all around the world. But realisation of such a partnership requires profound preparative arrangements by the local authorities.
